June 5, 2026 · 4 News: Tariff Refund Appeal / Amazon AI / QVC / Walmart
1. U.S. DOJ Appeals Court Order on $166 Billion Tariff Refunds
The U.S. Department of Justice formally appealed a federal court order requiring Customs and Border Protection to refund all importers who paid IEEPA tariffs that the Supreme Court struck down in February 2026. The appeal was filed June 2 at the U.S. Court of Appeals for the Federal Circuit.
At stake is $166 billion in tariffs paid by an estimated 330,000 importers. CBP had already begun processing refunds, with first deposits reaching importer accounts on May 12, but the DOJ argues refunds should apply only to importers who filed lawsuits, not all payers. A June 9 court hearing with CBP Commissioner Rodney Scott, also contested by the DOJ, remains scheduled.

2. Amazon Opens AI Shopping Assistant Technology to Outside Retailers
Amazon launched the Agentic Shopping Assistant on AWS, making the AI technology behind its own shopping platform available to other retailers for the first time. Retailers can use the tool to build and deploy their own conversational AI shopping assistants in weeks, customized to their own product catalog, brand voice, and customer base.
Kate Spade, owned by Tapestry, was the first brand to deploy it, launching an AI Gift Concierge in April built on Amazon Bedrock AgentCore. Amazon says more than 300 million customers used its AI shopping assistant last year, driving nearly $12 billion in incremental sales. Conversational shopping sessions convert at 3.5 times the rate of traditional keyword searches, according to Amazon.
